The World Bank Logistics Performance Indicators 2.0 (LPI 2.0) measure the speed and connectivity of international supply chains across the world using twenty-one country-level indicators, including six core indicators and fifteen supplementary indicators. The LPI 2.0 does not include a single country ranking but allows users to rank countries based on each of the twenty-one indicators, which provides a more nuanced view of logistics performance.
The six core indicators include one connectivity and one time indicator for each of the three logistics modes covered (air, maritime, and postal) (Table 1). Connectivity indicators measure the number of connections each country has for each of the three logistics modes. Time indicators include container import dwell time at seaports, import dwell time at airports, and business-to-business postal delivery time in the importing country.
Table 1. The six LPI 2.0 core indicators
| Logistics mode | Category | |
|---|---|---|
| Connectivity | Time | |
| Maritime | Number of maritime partner countries: Number of countries accessible through direct liner shipping services. |
Container import dwell time (days): Time spent by containers at a port of entry from arrival (ship unloading) to departure from the port. |
| Aviation | Number of aviation partner countries: Number of countries accessible through direct air cargo connections. |
Aviation import dwell time (days): Time spent by goods at an airport between the moment the cargo is ready to be picked up by the consignee or his agent from the airport and the moment the cargo is cleared by customs and leaves the airport. |
| Postal | Number of business-to-business (B2B) postal partner countries: Number of countries accessible through direct international postal connections for B2B shipments. |
Business-to-business postal delivery time (days): Time spent by a postal item (parcel or express shipment) in the importing country from arrival at the country’s office of exchange (postal bureau) to the first attempted or final delivery. |
The supplementary indicators include one connectivity and one time indicator for business-to-consumer postal services as well we three connectivity and ten time indicators for maritime (Table 2).
| Logistics mode | Category | |
|---|---|---|
| Connectivity | Time | |
| Maritime | Number of services: Number of direct container liner shipping services servicing the ports in a country. Number of alliances: Number of direct container liner shipping alliances servicing the ports in a country. Number of transshipments: Number of times inbound containers in a country are transshipped in their journey from the port of loading in the origin country to the port of destination in the import country. |
Container Export dwell time (days): Time spent by containers at a port of departure from arrival of full export container to completion of container loading on ship. Turnaround time at ports (days): Time container ships call at a port, excluding waiting time at anchorage outside the port vicinity. Time spent in transshipment (days): Time inbound containers in a country spend in transshipment at intermediate port facilities during the shipping phase of its journey. Lead time to import from port of origin to destination country (days): Time spent by containers between loading at the port of origin and discharge at the port of destination. Export supply chain initiation (days): Time between empty containers being sent to the exporter to be filled and full export containers being taken in charge by the shipping line at the port or inland facility. Import supply chain termination (days): Time between full containers being sent to the importer from the last logistics facility (port or inland) and empty containers being returned empty to the shipping line. Dwell time at port of arrival for container destined for LLDC (days): Average time spent by containers (destined for LLDC) at port of entry from arrival (ship unloading) to departure from the port. Corridor lead time from port exit to destination (LLDC) (days): Time spent by containers from port of arrival to the clearance facility in the destination LLDC. Dwell time at destination (LLDC) (days): Import dwell time at clearance facility in the landlocked developing country. Reference dwell time at port of arrival (LLDC) (days): Import dwell time at the country of the port of entry that is used most frequently for LLDC-destined cargo, calculated using only containers destined for the coastal country. |
| Postal | Number of business-to-consumer (B2C) postal partner countries: Number of countries accessible through direct international postal connections for B2C shipments (letters and small packets up to 2 kilograms) |
Business-to-consumer postal delivery time (days): Time spent by a B2C postal item in the importing country from arrival at the country’s office of exchange (postal bureau) to the first attempted or final delivery. |
The maritime indicators are based on tracking data from Marine Traffic, MDS Transmodal, and a large global shipping line. The aviation indicators are based on tracking data from Cargo iQ (supported by the International Air Transport Association). Postal indicators are based on tracking data from the Universal Postal Union.
